(NDEBUMOG’s) Executive Director

Director of NDEBUMOG, as shall be appointed by the Board is the overseer of all affiliates (including- Shadow Budget Groups) and shall oversee all activities, programs, and operations, upon consultation with NDEBUMOG’s Board always. S/he may appoint representative(s) of communities, individuals, or organizations into permanent or ad hoc position(s) for the sake of carrying-out project(s), activities, programs or for advancing overall objectives and goals of affiliates/ platforms.

  1. S/he is the head of secretariat and shall oversees all operations of NDEBUMOG and its affiliates, working; through instructions and directives of the registered trustees, as already conveyed through the Board’s charter, etc.
  2. S/he shall supervise projects, administers programs’, and appoints people into position(s) within/across platforms and affiliates. However, such appointments, must be in line with Article 7, Section 1 of Niger Delta Budget Monitoring Group’s constitution.
  3. S/he may summon an ordinary or emergency meeting of chapters, as needs, may arise.
  4. S/he may nominate members that are to represent the platform at functions, engagements, event(s) and collaborations. This may be directly or through consultation with institutional HoDs or team leaders.
  5. S/he shall update NDEBUMOG’s Board (regularly) about platforms’ activities, programs, engagements and finances of platforms and affiliates.
  6. S/he shall exercise functions that are not specifically stated in this byelaw, provided; such are towards advancement of the aims, goals, vision, mission, codes, ethics, and sustainable growth of NDEBUMOG’s platforms, affiliates, and main institution, generally. S/he shall also be responsible for welfare across NDEBUMOG as an institution.
  7. S/he shall be among signatories to the account of affiliates and platforms, including (with approval of the Board), conveys approval for establishment of additional (shadow budget groups and multipurpose cooperative societies) affiliates and platforms from time to time.
  8. S/he shall issue press releases or authorize issuance of same, including, other publications, policy briefs, etc, as shall be directly related to the work and progress of NDEBUMOG’s affiliates and platforms.
  9. S/he may represent affiliates and platforms at local/international events or authorize qualified representatives to do so.
  10. S/he shall recommend to the Board for approval, appropriate remunerations, fees, consultancies, volunteers’ stipend, wages, and logistical needs of platforms, including that of officers and experts to be hired from time to time. Notwithstanding this provision, s/he (Executive Director), may convey approval in line with appendix A, Section A and C (being delegational authority framework) powers encapsulated in NDEBUMOG’s Board Charter.
  11. S/he shall maintain or mandate (Head Office) to maintain a data base of all volunteers, which may be deployed for activities of these platforms and affiliates.
  12. S/he shall advise NDEBUMOG’s registered trustees appropriately on funding opportunities and interventions, which are necessary to promote activities, growth and work of these platforms, affiliates, alongside, the institution (NDEBUMOG).

  14. State Coordinator
    Duties of State Coordinator, shall include:
    • S/he shall be appointed by NDEBUMOG’s head office- through the Executive Director.
    • S/he shall carry out functions of a State’s chapter or any other responsibility, as shall be conveyed, through directives of the Executive Director, either, from the head office or elsewhere.
    • S/he shall coordinate and supervise duties of officers, volunteers and members throughout the institution and affiliates from time to time.
    • S/he shall summit budget and proposals for projects/programs/activities to the head office, as may be requested, from time to time.
    • S/he shall be responsible for welfare of all officers to be assigned to their jurisdiction for duties and functions from the head office.
    • S/he shall follow up on policies implementation and regulations that concerns (society) women, marginalized groups, advising the organization appropriately, as its concerns their immediate environment/branch.
    • S/he shall submit projects’ proposals and reports concerning their branch/assignment/mandate to the head office, through the CEO.
    • S/he shall channel all applications for membership to the head office, through the CEO, who in turn, shall commit same to internal processes, before and approval or otherwise, where need be.
    • S/he shall maintain and keep proper financial (expenditures), including non-financial records, such as, minutes of meetings, (duplicated) manual membership register, local projects’ notes/reports and cooperate with auditors, which shall be assigned by the head office to audit finances, accounts and records of affiliates/branches.
    • S/he shall preside over meetings of their affiliates/branches or appoints someone else to preside in his/her absence.
    • S/he shall carry-out all other duties, as shall be directed, by Executive Director or the Board.
    • S/he shall represent the organization at local (non- political and non- partisanship) meetings of his/her jurisdiction (provided; such is done with the approval of the Executive Director) through the head office. Reports of such meetings must be sent to the head office, within a week.
    • S/he shall recommend officers, officials and persons that has shown dedication and commitment to activities of each platforms/affiliates (within a jurisdiction of the coordinator) to the head office.
    • Subject to the approval of the head office, s/he, may be nominated among signatories to the bank account(s) of platforms/affiliates within their jurisdiction.

    Affiliates Chapter’s Team Leader
    Duties and responsibilities of affiliates chapter’s team leader, shall include:
    1. Carry out all directives and instructions from the head office, either directly or through the State Coordinator.
    2. S/he may be appointed by NDEBUMOG’s Head Office or elected by the local chapter.
    3. S/he shall assist the head office or (affiliate) State Coordinator on execution of projects, programs and activities (as may be directed) in accordance to this byelaw and generally established Statute (constitution) of NDEBUMOG.
    4. S/he shall direct and guide chapter’s officials on observation of protocol for superiors, officials and others from agencies that partners with NDEBUMOG, etc.
    5.   S/he shall take directives from head office and channels same to subordinate staff/volunteers that may be assigned to work with any team leader/project/assignment.
    6. S/he shall be responsible (always) for the maintenance of (effective) security of lives and properties of our personnel, programs, goods, and services.
    7. S/he shall lead (others) by example, through volunteering of skills and dedication to duties.
    8. S/he shall carry out all other functions, which may not be explicitly stated in this byelaw but may be conveyed/mandated by the Executive Director through the head office from time to time.
    9. S/he may be coopted or be included, among signatories to bank account(s) of his/her chapter’s affiliates.
    10. S/he shall be responsible for enforcement and maintenance of discipline among officials and members always under his/her jurisdiction.

    Deputy Team Leader
    Duties of affiliates chapter’s Deputy team leader, may include:
    1. The official (Deputy Team Leader), may be appointed by NDEBUMOG’s head office or elected by a local chapter.
    2. S/he shall assist his/her team’s leader in carrying out all directives and instructions from the head office, either directly/indirectly or through the State’s Coordinator or respective Team Leader.
    3. S/he shall assist the Executive Director, State’s Coordinator or respective Team’s Leader, as may be directed on execution of projects, programs and activities in accordance to this byelaw, alongside, establishment Statute of NDEBUMOG.
    4. S/he shall take directives, as may be conveyed, and be directed through NDEBUMOG’s head office to State’s Coordinator or Team’s Leader at guiding Chapter’s officials on observation of protocol for our officers and officials of other agencies that partners with NDEBUMOG or our affiliates.
    5. S/he shall take hierarchical directives from NDEBUMOG’s head office, either directly or through a State’s Coordinator or Team Leader and shall channel same (hierarchically) to subordinate staff/volunteers that may be assigned to work with any Deputy Team’s Leader.
    6. S/he shall be among officers with shared responsibility (always) for security of lives and properties of our personnel, goods, and services.
    7. S/he shall be committed to (collective) leadership by example through volunteering of skills and dedication to duties.
    8. S/he shall carry out other functions, which may not be explicitly stated here, but may be conveyed by the Executive Director or any other person/officer (so mandated), either, through the head office or other official channels from time to time.
    Secretary
    Duties of Secretary, may include:
    1. S/he shall be appointed by the head office, through the Executive Director.
    2. S/he shall be subordinated to NDEBUMOG’s head office and shall report to the head office through the Executive Director.
    3. As may be directed, s/he shall prepare circulars, reports, budgets, among others and assist chapter’s Team Leaders/State Coordinators with duties and responsibilities, as maybe, directed by the head office.
    4. S/he shall undertake research (as shall be directed) on best approaches and methods for empowerment of women, marginalized groups and communities through budget monitoring, livelihood activities and affiliated cooperative societies under NDEBUMOG.
    5. S/he shall take instructions (directly) from the head office through the Executive Director or his/her (appropriate) assignee and liaise with his/her Team’s Leader/ State’s Coordinator for implementation.
    6. S/he shall liaise with the head office through the Executive Director or his/her (appropriate) assignee to develop (sustainable evolving) policies for NDEBUMOG’s affiliates and platforms.
    7. S/he shall send notices of meeting(s) to affiliates/platforms’ members after (approval was received) and shall liaise with Team Leaders/Coordinators through a directive of the head office or from approved official, as may be mandated by the head office through the Executive Director or his (ED’s) representative.
    8. S/he may be a signatory to the bank account(s) of his/her (affiliate’s) chapter.
    9. The secretary shall carry out all (other) functions, as may be, mandated by the head office through the Executive Director.
    Public Relations Officer (PRO)
    Duties of PRO, may include:
    1. S/he shall be appointed by the head office, through the Executive Director.
    2. S/he shall carry out assignments and responsibilities, as may be, directed by the head office from time to time through the Executive Director.
    3. S/he shall liaise and facilitate media coverage for platforms activities and monitors staff/volunteers’ social media’s presence or related matters, as shall be directed by the head office through the Executive Director or from his/her designated staff/officer/aide.
    4. S/he shall enforce (strict) adherence to policies and regulations related to media and communications. Breaches to communications and related policies, must be reported to appropriate quarters.
    5. S/he is to follow up with Executive Director, Team Leaders, HoDs, Coordinators, among others, as may be directed for reminders for internal/external activities.
    6. S/he shall support Executive Director, Coordinators, Team Leaders/Secretaries to record minutes in external programs, collaborations, meetings, communal events, livelihood activities, etc.
    7. S/he shall be a public relations watchdog, through monitoring of media coverages of platforms’ and (general) institutional activities, reportage, publications, broadcasts, and related matters that may affect image of any affiliate/platform or NDEBUMOG, in general.
    8. Carryout other responsibilities and duties not explicitly stated here, as shall be mandated, provided, such are for the growth and development of NDEBUMOG.
    Treasurer
    Duties of Treasurer, may include:
    1. To send up to date financial updates/ reports, alongside, records of financial transactions to NDEBUMOG’s head office, from time to time.
    2. To prepare payment vouchers/chats of account for financial inflows and follow up on recovery of indebtedness.
    3. To collect, pay for services and make deposits of finances/cash inflows into appropriate bank account(s) and updates the head office accordingly with necessary vouchers and slips.
    4. Liaise with Coordinators, Team Leaders and head office on projects and programs implementation and send financial report(s), as may be required to the head office from time to time.
    5. Treasurer may be a signatory to respective chapter’s bank account.
    6. S/he shall carryout other tasks, directives and responsibilities not explicitly stated here, as may be directed by the head office/appropriate officer or staff.
    Portfolio Volunteers
    Portfolio Volunteers may be institutional associates, ad hoc staff, primary volunteers, etc, who may be mandated or be appointed for specific responsibilities or assignments, either institutionally or for any of the affiliates from time to time by the head office.
    Duties of Portfolio Volunteers, may include:
    1. S/he shall take directives from the head office and report back appropriately/adequately.
    2. S/he shall (explicitly) assist ranking officials with responsibilities for main institution or affiliates, as may be directed by the Executive Director or appropriate staff from time to time.
    3. Carryout other tasks, directives and responsibilities not explicitly stated here, as may be directed by the head office or the Board.
